dc.description.abstract A statistical analysis of the financial provision for inclusive development of territorial communities in the conditions of martial law has been conducted. It has been established that there is a significant increase in the revenues of local budgets in the Zakarpattia region and its communities, primarily due to the influx of a considerable population from other regions to the region, as well as increased business activity resulting from the relocation of enterprises from the east. The emergence of new challenges of inclusive orientation in the conditions of war has been demonstrated, namely: the need to ensure decent living conditions for citizens who are temporarily displaced persons from other regions, increased workload on local preschools and secondary educational institutions, and increased burden on healthcare systems. It has been proven that addressing the issues of financial provision for programs of inclusive development of territorial units will require coordinated efforts of government authorities and local self-government at all levels in the sphere of budget accumulation and effective redistribution. In this regard, it is important to create conditions for additional mobilization of funds by territorial communities for financing programs of inclusive growth. uk_UA
