Abstract

The urgency of the research topic is due to the comprehensive approach to assessing the formation and development of cultural policy of the European countries, including Ukraine. The cultural process in each country is of particular importance in terms of the image of the country, the growth of the regional and local cultural identity of the regions. Improvement of the organizational, legal, economic and information mechanisms of state regulation of the protection of cultural heritage in priority areas will help to ensure the development and popularization of cultural values. The aim of the study is to form a holistic approach to the issues of European cultural policy assessment. To obtain the results of the research, the following methods were used: historical, analysis and synthesis, abstract-logical, analytical, and others. The analysis of the latest scientific studies and publications shows that the problems of preservation and popularization of historical and cultural heritage and architectural monuments are in the sight of many scholars. In European countries, there are different models of implementing cultural policies, within which each state has its own peculiarities in the formulation and implementation of a policy strategy and public administration regarding objects of cultural heritage that need to be preserved and protected. The system of state-private partnership in the field of conservation of cultural heritage on the conditions of concession gives a significant positive result. One of the main current trends in preservation of cultural heritage is preventive conservation. One of the conditions for Ukraine's integration into the European and world community is to ensure the preservation of cultural heritage as a part of world culture. Achieving this goal requires the harmonization of the current Ukrainian legislation on the protection of cultural heritage with international legal standards, the adoption of world-wide experience in preservation of values and observance of recommendations of international organizations. Further research needs a substantiation of innovative approaches to the preservation of historical and cultural heritage and architectural monuments in the countries of Europe, including Ukraine.
